Is the Metropolitan Archbishop of Caceres in Bicol region. He finished his Bachelor of Arts in Political Science (1965) from San Beda College Manila; Philosophy training from San Carlos Seminary, Makati (1969). He was a former Commissar of the Order of Discalced Carmelites (OCD) Friars in the Philippines until he was appointed Auxiliary Bishop of Manila, then as Bishop of Malolos on January 28, 1997; as Bishop of the Prelature of Infanta (covering Quezon and Aurora provinces) in 2003; and Archbishop of Caceres in 2012.
